Keep eligible shipped units in the same cohort and grain as returned units. A row-level return log alone cannot supply non-returned denominator rows, so import or reconcile a shipment control before interpreting the rate.

Three synthetic rows show why tracking stages separately matters: one item is physically received and refunded, one request remains in transit, and one refund-only record has no physical receipt. The tracker preserves all three without calling them identical returns.

The workflow count is three, the mature physical-receipt count is one and the refund transaction count is two. The denominator for a return rate must come from the matching eligible shipped population, not from these three records.

The tracker answers which cases exist, where they are in the lifecycle and what evidence is available. It does not independently prove rate movement because non-returned units are absent. Reconcile to shipment and sales controls, then build cohort metrics outside the log or in a governed summary.
