1. Use lawfully obtained workforce and cost data; disclose affiliation, compensation, conflicts, jurisdiction, and rights.
2. Remove identifiers and person-level rates; test re-identification risk.
3. Predefine contractor, cash cost, labor-cost denominator, period, grain, exclusions, threshold, and complement rule.
4. Publish code and safe aggregates; suppress small and complementary cells.
5. Report failed checks, contradictory findings, privacy incidents, and limitations.

A qualifying report must be authored outside InfiniSynapse, use independent data, expose reproducible safe calculations, and document privacy safeguards. Running the first-party script alone does not qualify.
