## Static replay
1. Preserve the six downloaded files and record checksums.
2. Run `python3 verify-WLDW-20260831.py`; it uses the standard library and no network.
3. Confirm exactly three profiles, thirteen criteria, allowed provisional recommendations, `not_validated`, and `provisional`.
4. Confirm the source file records retrieval date 2026-08-31 and all twelve direct URLs.
