1. Use lawfully obtained workforce data and disclose identity, affiliation, compensation, conflicts, jurisdiction, rights, and privacy review.
2. Remove identifiers and test whether field combinations, totals, or external information can identify people.
3. Predefine voluntary attrition, denominator, periods, grain, exclusions, threshold, complement rule, and prohibited person-level outputs.
4. Publish code and safe aggregates; withhold small and complementary cells.
5. Report failed checks, contradictory findings, privacy incidents, and limitations.

A qualifying report must be authored outside InfiniSynapse, use independent data, expose reproducible safe calculations, and document privacy safeguards. Running the first-party output checker alone does not qualify.
