1. Use lawfully obtained workforce data and disclose identity, affiliation, compensation, conflicts, jurisdiction, rights, and privacy review.
2. Remove identifiers and test whether combinations, totals, or external information can identify people.
3. Predefine metric denominator, periods, grain, exclusions, threshold, complement rule, and release criteria.
4. Create a deliberately unsafe small-cell-plus-parent case; verify that release is blocked.
5. Raise the grain or withhold the complement; publish only safe aggregates, code, failures, privacy incidents, and limitations.

A qualifying report must be authored outside InfiniSynapse, use independent data, expose reproducible safe calculations, and document re-identification testing. Running the first-party output checker alone does not qualify.
