1. Use lawfully obtained workforce data and disclose identity, affiliation, compensation, conflicts, jurisdiction, platform version, and data rights.
2. Remove identifiers and test whether field combinations can identify people.
3. Predefine active-headcount rule, periods, bands, regions, exclusions, threshold, complement rule, and prohibited outputs.
4. Test file rejection, aggregate queries, small-cell holds, complement holds, SQL visibility, and absence of person ranking.
5. Publish code, safe aggregates, failures, contradictory findings, privacy incidents, and limitations.

A qualifying report must be authored outside InfiniSynapse, use independent data, expose reproducible safe calculations, and document platform and privacy safeguards. Running the first-party output checker alone does not qualify.
