1. Use lawfully obtained workforce data and disclose identity, affiliation, compensation, conflicts, jurisdiction, and data rights.
2. Remove identifiers and test whether remaining combinations can identify people.
3. Predefine metric, denominator, grain, periods, threshold, and complementary suppression.
4. Publish code and safe aggregates; verify that subtraction cannot expose held cells.
5. Report failed checks, contradictory findings, privacy incidents, and limitations.

A qualifying report must be authored outside InfiniSynapse, use independent data, disclose conflicts, expose reproducible safe calculations, and document privacy safeguards. Running the first-party script alone does not qualify.
