## Procedure

1. Disclose identity, role, affiliation, compensation, conflicts, and data rights.
2. Publish two consecutive period goals, source hashes, cutoff, budget version, page list, mappings, and exclusions.
3. Identify every change other than the period.
4. Publish query code, joins, page artifacts, and failures.
5. Confirm that each reported metric retains its page, grain, definition, and version.
6. Publish confirming and conflicting findings and non-sensitive artifacts.

## Acceptance criteria

A qualifying report must be authored outside InfiniSynapse, use data independent of the private composite, disclose conflicts, expose reproducible calculations, and report deviations. Running the first-party CSV script alone does not qualify.
