1. Use lawfully obtained workforce data and disclose identity, affiliation, compensation, conflicts, jurisdiction, and rights.
2. Remove identifiers and test whether combinations can identify people.
3. Predefine week ending, active-headcount rule, bands, regions, exclusions, threshold, and complement rule.
4. Publish code and safe aggregates; withhold small and complementary cells.
5. Report failed checks, contradictory findings, privacy incidents, and limitations.

A qualifying report must be authored outside InfiniSynapse, use independent data, expose reproducible safe calculations, and document privacy safeguards. Running the first-party output checker alone does not qualify.
