1. Use lawfully obtained plan and workforce data; disclose identity, affiliation, compensation, conflicts, jurisdiction, rights, and privacy review.
2. Remove identifiers and test whether bands, gaps, totals, or external information can identify people or seats.
3. Predefine plan version, cutoff, on-role definition, FTE weights, contractor treatment, grain, threshold, unit-gap rule, and restatements.
4. Join only matching grains; reconcile totals and publish safe aggregate outputs plus code.
5. Report version conflicts, failed checks, contradictory findings, privacy incidents, and limitations.

A qualifying report must be authored outside InfiniSynapse, use independent data, expose reproducible safe calculations, and document privacy safeguards. Running the first-party output checker alone does not qualify.
