## Procedure

1. Disclose identity, affiliation, compensation, conflicts, and data rights.
2. Publish source hashes, entity and period grain, cutoff, budget version, currency and FX source, mappings, exclusions, and restatements.
3. Reconcile actuals to the ledger and the comparison to its declared budget version.
4. Publish SQL or equivalent code and every driver join.
5. Recalculate total drivers and residual; keep subcomponents outside the total.
6. Publish confirming and conflicting results, failed joins, limitations, and non-sensitive artifacts.

## Acceptance criteria

A qualifying report must be authored outside InfiniSynapse, disclose conflicts, use data independent of the private composite, expose reproducible calculations, and report deviations as well as matches. Running the first-party CSV script alone does not qualify.
