1. Disclose identity, affiliation, compensation, conflicts, finance role, data rights, and accounting basis.
2. Freeze unit, recognition basis, credits, window, variable and allocated cost lines, allocation drivers, billing-cost key, currency, and exclusions.
3. Test duplicates, unmatched costs, annual bills, refunds, allocations, meter completeness, period cutoffs, and sensitivity to each cost line.
4. Publish de-identified data or sufficient statistics, SQL/code, invoices, allocation approvals, reconciliations, failures, and limitations.
5. Keep accounting and pricing decisions with accountable finance leaders.
