1. Use lawfully obtained workforce data and disclose identity, affiliation, compensation, conflicts, jurisdiction, and data rights.
2. Remove identifiers and test whether remaining combinations can identify people.
3. Predefine voluntary exits, average-headcount denominator, periods, region, tenure bands, exclusions, threshold, and complement rule.
4. Publish code and aggregates; suppress small and complementary cells.
5. Report failed checks, contradictory findings, privacy incidents, and limitations without exposing people.

A qualifying report must be authored outside InfiniSynapse, use independent data, disclose conflicts, expose reproducible aggregate calculations, and document privacy safeguards. Running the first-party script alone does not qualify.
